Ukraine, Slovakia and Slovenia have been elected to the Executive Council of the Organisation for the Prohibition of Chemical Weapons (OPCW) for the 2026–2028 term, while Russia failed to secure a seat for the third consecutive time, according to Andrii Sybiha’s statement on X on November 25.

Sybiha stressed in his post that Russia’s exclusion underscored a clear stance by OPCW member states, saying that, despite “all attempts by the aggressor state,” the States Parties had decided that “a systematic violator of the Chemical Weapons Convention cannot influence the OPCW governing body.”

He noted that Russia’s repeated failure to win election to the Executive Council reflected growing resistance among member states to allowing Moscow a role in shaping the organization’s decisions, according to his comments on X.

He also described the vote as “an important diplomatic victory,” adding that Ukrainian diplomacy had been working “24/7” to secure the result “together with our partners” on the instructions of President Volodymyr Zelenskyy.

Calling the election “not only an honour, but an important instrument,” Sybiha stated that the new Executive Council term would help ensure “proper and timely responses to chemical threats stemming from Russian aggression against Ukraine.”

He added that Ukraine would continue to work to ensure that international law is upheld and that “the world remains protected from the threat of chemical weapons.”

Earlier, it was reported that Ukraine’s Security Service documented more than 10,000 instances of Russian chemical weapons use, sent the evidence to the OPCW in The Hague, and cited both the Chemical Weapons Convention and calls from Dutch officials for Russia’s removal from the OPCW Executive Council.
