Ukraine Expects EU Entry Model by May Following Accelerated Progress

European Union member states are currently developing a specific model for Ukraine’s accession to the bloc. Ukrainian Deputy Prime Minister Taras Kachka announced on April 8 that this framework could be finalized during the first half of this year.

Speaking with journalists in Kyiv, Kachka noted that while a definitive model does not yet exist, a clearer picture is expected to emerge by May, according to Deutsche Welle.

Several European nations are actively contributing to the process. The Nord-Baltic Eight group maintains a progressive stance, while Germany, France, and the Netherlands are engaged in creative efforts toward a solution. According to Kachka, these nations are looking toward the year 2027 as a target for resolving the matter of Ukraine’s membership.

"Nobody said that we will have the Balkan scenario – you fulfill the benchmarks, then we open clusters, close clusters, then we start thinking about the agreement on the terms of accession to the EU, and then we will ratify it for some eternity. This does not exist," Kachka stated.

To support this progress, the Ukrainian parliament is focused on passing approximately one hundred bills related to EU entry requirements. Kachka noted that the government and parliament are currently consolidating efforts to meet these benchmarks.

Advances in technical negotiations continued on March 17, as Ukraine and the EU worked on the final three clusters: Competitiveness and Growth, the Green Agenda and Sustainable Connectivity, and Resources, Agriculture, and Cohesion. This follow-up allows Ukraine to submit implementation plans and finalize its national program for legislative adaptation.

While these clusters eventually require formal opening through an intergovernmental conference, the current political process is moving forward without waiting for official ceremonies. Kachka explained that the focus remains on meeting benchmarks, which is the decisive factor for the speed of accession.

The negotiations are currently utilizing a format known as "frontloading," which focuses efforts on the initial stages of the process. This approach was adopted to allow technical work to continue across all six clusters while addressing political challenges within the European Council.

Officials in both Kyiv and the EU are monitoring the upcoming political shifts in the region, hoping for a smoother decision-making process in the near future.

On March 16, 2026, Ukraine reached 84% implementation of the EU–Ukraine Association Agreement, marking continued progress in aligning its legislation and policies with European Union standards.

According to the Ukrainian government’s Office of the Deputy Prime Minister for European and Euro-Atlantic Integration, the country’s implementation level increased from 81% in 2024 to 84% in 2025, reflecting ongoing reforms carried out despite Russia’s full-scale invasion of Ukraine.

Deputy Prime Minister Taras Kachka noted that this was the final report on the implementation of the Association Agreement, as all future commitments were set to be reflected in the National Program for the Adaptation of Ukrainian Legislation to EU law.
