Ukraine Introduces National Resistance Curriculum and Training Centers for Schools and Universities

Ukraine’s parliament passed a law creating specialized training centers for national resistance and introducing new defense-related instruction for school and university students, according to Sudovo-Yurydychna Hazeta on March 25.

The law envisions a new system of national resistance training that applies to pupils and students, regardless of gender.

Under the legislation, schools are expected to introduce a new subject, “Fundamentals of National Resistance,” while the existing “Defense of Ukraine” course will be updated and expanded.

Practical training at the new centers will include live-fire elements conducted at the Armed Forces of Ukraine training grounds, certified shooting ranges, and with interactive simulators.

Committee head Oleksandr Zavytnevych noted that the bill changes the overall approach to civic defense training, replacing basic general military instruction with what he described as a more comprehensive national resistance system.

The law also allows people whose religious beliefs prohibit the use of weapons to replace armed modules with other course components.

People with disabilities or those who have lost working capacity will be exempt from the practical portion of the training, the report noted. The document also defines the responsibilities of state authorities in organizing and supporting the new national resistance preparation system.

The reform also forms part of a wider effort to strengthen Ukraine’s overall defense readiness through both education and infrastructure protection.

The measure is part of Ukraine’s broader push to bolster overall defense preparedness through new initiatives.

Prime Minister Yuliia Svyrydenko stated that the updated program allows the Air Force to temporarily transfer equipment and ammunition on a case-by-case basis to specific facilities.

The systems would come from weapons not currently used by combat units, while every decision would remain within Ukraine’s unified air-defense structure.

Operators will have to meet qualification standards and complete training and certification at institutions designated by the Ministry of Defense of Ukraine.
