Ukraine Reconstruction Cost Estimated at $1 Trillion, Says Ukrainian PM

Ukrainian Prime Minister Denys Shmyhal told international partners in Rome that rebuilding Ukraine’s war-torn economy and infrastructure will require roughly $1 trillion, underscoring the unprecedented scale of the task ahead, as was reported by DW on July 10.

“Reconstruction is not just about rebuilding what was lost,” Shmyhal said. “It is an opportunity to modernize our infrastructure, diversify our energy sources, and strengthen the resilience of our communities.”

He also highlighted the role of public-private partnerships and transparency measures in ensuring that funds are used effectively and reach frontline regions most in need.

Shmyhal broke down the estimate into key sectors: nearly $400 billion for energy-sector rehabilitation, $300 billion for housing and urban infrastructure, $200 billion for transport corridors and logistics, and $100 billion for social services and public institutions.

He warned that without sustained international financial backing and the swift disbursement of pledged aid, Ukraine risks an extended period of economic stagnation and disrupted public services.

Despite robust commitments from the EU, G7, and bilateral donors, Shmyhal appealed for faster mobilization of resources. He proposed the creation of a dedicated “Ukraine Rebuilding Facility” within international financial institutions, coupled with streamlined procurement and oversight mechanisms to accelerate project delivery and guard against corruption.

Earlier, it was reported that European Commission President Ursula von der Leyen unveiled the European Flagship Fund—a pioneering joint equity vehicle backed by the EU, Italy, Germany, France, Poland, and the European Investment Bank—to mobilize large-scale public and private investments for Ukraine’s post-war reconstruction at the Ukraine Recovery Conference in Rome.
