Ukraine Rejects Rumors of Military Downsizing After Peace Talks With US

Ukraine’s Chief of the General Staff, Lt. Gen. Andrii Hnatov, said Kyiv and Washington did not discuss reducing the number of Ukrainian service members during negotiations in Geneva on a prospective “peace plan,” Hnatov told LIGA.net in an interview published November 25.
“It was not about shrinking the Armed Forces,” he said. “The conversations focused on how large the Ukrainian Armed Forces should be in peacetime. That question is highly debatable.”

According to Hnatov, both governments agree on one core principle: Ukraine’s long-term security rests on maintaining a well-equipped, capable military. He noted that decisions about the future shape of the Ukrainian Armed Forces will directly influence how the military plans to retain experienced personnel after active hostilities end.
“This is a complex task that requires the involvement of every state institution,” he said.
Hnatov added that the General Staff already has an internal vision for what the post-war force could look like, and that work on the formal document is underway.

“Ukraine must have clarity on the size of its future military, its funding, service pay, social guarantees, and many other elements,” he stated. “This responsibility does not rest with the General Staff alone.”
Earlier, reports emerged that the United States’ peace proposal for ending Russia’s war against Ukraine had been substantially shortened following negotiations in Geneva. The plan now includes 19 provisions instead of the original 28, representing a reduction of nearly one-third.
