Ukraine is preparing to open foreign-based weapons production lines in partnership with allied countries, President Volodymyr Zelenskyy announced on June 21 as part of the “Build with Ukraine” initiative.

According to Zelenskyy, agreements have already been reached, and formal deals will be signed this summer to begin exporting Ukrainian defense technologies.

The goal is to establish manufacturing facilities in European countries and potentially beyond, focusing on partners currently supporting Ukraine’s defense industry.

“These will be countries that help us—funding drone and missile production inside Ukraine,” Zelenskyy stated. “We will provide the relevant technologies and manufacture weapons in their countries for both us and them: various types of drones, missiles, and potentially artillery. Agreements have already been reached. During the war, we plan to supply the Armed Forces of Ukraine with all of this.”

The initiative is part of a broader effort to strengthen Ukraine’s defense industrial base and expand cooperation with international partners. Zelenskyy noted that Ukraine has secured $43 billion this year to support and finance its defense industry.

Emphasizing Ukraine’s role in European security, Zelenskyy added that Kyiv expects partner countries to allocate 0.25% of their GDP to support Ukrainian domestic defense production in 2026.

Earlier, on April 16, President Zelenskyy stated that over 40% of the weapons used by Ukrainian forces on the front line are produced domestically, with Ukraine now manufacturing more than 1,000 types of weapons, including artillery and long-range missiles.
