Ukraine to Receive $27 Million in Demining and Medical Aid from Japan

Ukraine’s Minister of Internal Affairs, Ihor Klymenko, and Japan’s Ambassador to Ukraine, Masashi Nakagome, have signed a memorandum that will see the Ministry of Internal Affairs receive $27 million worth of equipment for demining, medical treatment of defenders, and teaching children about safety practices.
As reported by Ukrinform on December 2, Klymenko explained during a briefing that this agreement is part of a large grant program, with talks starting in August of this year.

“The program follows a sectoral approach. It will significantly enhance the Ministry of Internal Affairs’ capacity in humanitarian demining and medical support. Today, we are talking about a program that consists of $27 million,” said Klymenko.
The Ukrainian Ministry of Internal Affairs confirmed that approximately $23.6 million of this funding will be allocated for humanitarian demining efforts.
“State Emergency Service will receive mechanized demining equipment, robotic complexes, and tools for underwater explosive device detection, along with the machinery and spare parts needed to maintain these systems. This is critical because Ukraine remains one of the most mine-contaminated countries worldwide,” the minister emphasized.

Klymenko also mentioned that $3.3 million of the funding would go towards medical support.
He highlighted that the Ministry’s medical centers will receive state-of-the-art medical equipment, including neurosurgical tools, to treat the Ministry’s defenders.
“Why is this medical equipment so important? The majority of the injuries sustained by our soldiers at the front are from mines and explosive devices. This affects all the forces fighting on the front lines, including the Border Guard Service, the National Guard, police, and the SES. 62% of all injuries are from mine explosions, and these require neurosurgical operations by our surgeons to save the lives and health of our soldiers,” the Minister explained.

The third area in which Japan is providing assistance involves child safety. As part of the signed agreement, the Ministry of Internal Affairs will receive eight mobile safety classrooms.
“These mobile safety classrooms will operate throughout the country, and we will teach children how to act if they find unexploded ordnance. I sincerely thank the Government of Japan and the Embassy of Japan in Ukraine, as well as the JICA agency, for their partnership, which has tangible, practical benefits for our country,” Klymenko added.
Earlier, Ukraine introduced a new ground drone, the Sirko-S1, which is equipped with the TROPIYA remote demining system. This platform is specifically designed to clear minefields from a distance, creating safe passages for both infantry and vehicles.
