Ukraine’s Flamingo Missiles Fly 1,300km to Hit Russia’s Nuclear & Iskander Production Hub

Ukrainian-made Flamingo cruise missiles reportedly struck the Votkinsk Plant in Russia’s Udmurt Republic overnight on February 21, targeting a facility known for producing ballistic missile systems, including Iskander and Oreshnik.

According to the Ukrainian OSINT project “CyberBoroshno” on February 21, analysts geolocated videos from the scene and concluded that production workshops at the Votkinsk Plant were hit.

The group stated that Ukrainian Flamingo cruise missiles were used in the strike. Footage published by local residents shows a large fire on the plant’s territory and broken windows in nearby residential buildings, suggesting the force of the explosion.

Russian Telegram channel Astra reported that workshops No. 22 and No. 36 were damaged. Astra also published photographs from the site. Regional authorities in Udmurtia confirmed that an attack took place overnight.

The head of the republic stated there was damage and casualties “at one of the facilities” in the region. Russian media later reported that 11 people were injured.

Separately, Russian authorities temporarily imposed flight restrictions at Izhevsk Airport, citing a UAV threat, according to Russian media reports.

A video showing the launch of missiles was published by Denys Shtilierman, founder of the company Fire Point, on X with the caption: “Without context. Context — later.”

The Votkinsk Plant is one of Russia’s key facilities for the production of solid-fuel ballistic missiles. The enterprise manufactures RS-24 Yars intercontinental ballistic missiles and previously produced and continues servicing the Topol family of missiles. It also produces RSM-56 Bulava submarine-launched ballistic missiles.

In addition to strategic systems, the plant manufactures 9M723 ballistic missiles for the Iskander-M operational-tactical missile system and Oreshnik intermediate-range ballistic missiles. The facility also produces equipment for the oil and gas sector and the nuclear industry.

The plant is under sanctions imposed by the US, the United Kingdom, the European Union, Switzerland, Australia, Japan, and Ukraine.

Located approximately 1,300 kilometers from the Ukrainian border, the Votkinsk Plant is considered one of Russia’s primary missile manufacturing hubs. The reported strike marks another instance of Ukrainian long-range attacks targeting Russia’s defense-industrial infrastructure.

Russian authorities have not publicly confirmed the type of weapon used in the February 21 attack, and Ukrainian officials have not issued an official statement at the time of publication.

Earlier on February 20, Ukrainian FP-2 strike drones destroyed three Russian Tor surface-to-air missile systems in a single overnight operation in the temporarily occupied part of the Zaporizhzhia region, according to Robert “Madyar” Brovdi, commander of Ukraine’s Unmanned Systems Forces.

He stated that the coordinated strike was carried out by crews from the 1st Separate Center of the Unmanned Systems Forces, targeting short-range air defense assets valued at an estimated $75 million.
