Ukraine's Victory Plan 90% Complete, Set for Presentation to Allies Next Week

Ukrainian President Volodymyr Zelenskyy has announced that his Victory Plan for Ukraine is over 90% complete and is set to be presented to allies next week.

In his daily address on September 16, Zelenskyy stated that "the necessary steps for Ukraine have already been clearly defined."

"For each step, there is a clear list of what is needed and what will strengthen us. There is nothing impossible in this plan. Over 90% has already been written out," he said.

"Together, this package can ensure the right development of the situation not only for Ukraine, but for everyone in the world who values international law."

Speaking at the YES Conference in Kyiv on September 13, Zelenskyy announced that he is scheduled to meet US President Joe Biden later this month to present his victory plan, which he described as a “system of interconnected solutions” aimed at giving Ukraine sufficient strength to steer the war toward peace.

The plan includes Ukraine’s involvement in global security frameworks, pressuring Russia to end the war through diplomatic channels, and economic considerations.

“The United States can help with this, if we equally want to win with our key partner,” Zelenskyy said. “The victory package that I will present to the President of the United States can pave the way to a secure peace—to the full implementation of the Peace Formula.”

Ukraine is also preparing for a second peace summit, following its first Summit on Peace for Ukraine in Switzerland in June, and aims to invite a Russian representative to this second conference.

Ukraine has consistently rejected any ceasefire or temporary halt in hostilities, arguing that it would only give Russia time to regroup its forces.
