Ukrainian Cyberattack Cripples Russia’s SBP Payment System, Causing $30M in Damages

Cyber specialists from Ukraine’s Defense Intelligence (HUR) have carried out a successful attack that paralyzed Russia’s national payment system “SBP,” widely used to funnel money into so-called “charitable and volunteer organizations” supporting the war.
This was reported by Ukrinform on September 25, citing HUR sources.
The DDOS strike targeted both the SBP platform and the provider “TransTeleCom,” leaving many Russians unable to make instant transfers or complete online payments. Social media in Yekaterinburg was flooded with complaints about being unable to pay for public transport rides or refuel at gas stations.

The cyberattack also cut off internet and interactive television services for hundreds of thousands of local provider subscribers across multiple Russian regions. Preliminary estimates put the economic damage from the disruption of the SBP payment system at up to $30 million.
In a separate operation, Ukraine’s Defense Intelligence cyber units launched a massive DDoS attack on September 7, disrupting Russia’s fuel payment systems, telecommunications infrastructure, and dozens of online platforms.
According to a source in the Main Intelligence Directorate who spoke to Ukrinform, the strike targeted network infrastructure that supports online fuel payments, including systems for fuel card transactions.
Earlier, Amazon’s security intelligence team foiled a cyber-espionage campaign carried out by APT29, the Kremlin-linked hacking group also known as “Midnight Blizzard.”
