Ukrainian Delegation Heads to US for Security Guarantees, $800B Recovery Talks

A Ukrainian delegation is traveling to the United States for talks on security guarantees and a post-war recovery package, and President Volodymyr Zelenskyy said he hopes the documents could be signed on the sidelines of the World Economic Forum in Davos next week, according to Reuters on January 16. 

Speaking at a news conference in Kyiv alongside Czech President Petr Pavel, Zelenskyy stated that Ukraine’s team also wanted clarity from Washington about Russia’s position toward US-backed diplomatic efforts to end the nearly four-year war.

“I think we have worked well with the American side, we are just not on the same side on some issues,” Zelenskyy said.

Zelenskyy said Ukraine had completed its work on documents outlining a “prosperity package” aimed at unlocking funding for recovery, as well as on US security guarantees intended to prevent a future Russian attack.

Ukrainian officials have said the country will need $800 billion for post-war reconstruction. Zelenskyy also cautioned against pressure tactics in diplomacy, saying, “Ultimatums are not, in my view, a workable model for democratic relations between countries.” 

Zelenskyy said Russia was stalling peace efforts and cited recent strikes on Ukraine’s energy system as evidence of Moscow’s intentions.

“Each of these strikes against our energy sector and our cities quite clearly shows Russia’s real interests and intentions: they are not interested in agreements, but in the further destruction of Ukraine,” he wrote on social media after the news conference.

Earlier, it was reported that President Volodymyr Zelenskyy and US President Donald Trump were expected to use the World Economic Forum in Davos to finalize a major post-war recovery agreement alongside a separate framework for security guarantees.
