UN Commission Concludes Russian Drone Attacks on Civilians in Kherson Constitute Crimes Against Humanity

Ukraine’s Ministry of Foreign Affairs has welcomed a new report by the UN Independent International Commission of Inquiry on Ukraine on May 28, which documents systematic Russian drone strikes targeting civilians in the city of Kherson and across the right-bank areas of Kherson region.

This is the first international report to focus specifically on Russia’s repeated drone attacks against civilians in this region. The Foreign Ministry underscored that the ongoing assaults, carried out since the de-occupation of Kherson, constitute a deliberate campaign of terror against the local population.

According to the report, Russia’s actions represent grave violations of international humanitarian law and international human rights law. Documented evidence confirms intentional strikes on civilian infrastructure, in direct breach of the principles of distinction and proportionality outlined in the Geneva Conventions.

The Commission gathered extensive testimony from victims and witnesses, along with video footage and official records, offering a clear picture of the scale of the violations and the direct responsibility of Russia’s military and political leadership.

The Foreign Ministry stressed that the findings of the UN Commission are essential for ensuring accountability, securing justice for victims, and facilitating future reparations.

Ukraine urged the international community to increase pressure on the aggressor state and continue documenting violations. The ministry reiterated its support for establishing a Special International Tribunal for the Crime of Aggression against Ukraine and confirmed its readiness to work closely with the UN Commission and other international mechanisms to bring perpetrators to justice.

Earlier, the United Nations Security Council had convened a special session to mark 1,000 days since the start of Russia’s full-scale invasion of Ukraine.
