US Lawmaker Seeks Total Trade Ban With Russia After Drone Strikes Hit Poland

A Republican congressman has introduced legislation in the US House of Representatives to reinstate the Cold War-era Jackson–Vanik amendment against Russia, effectively halting all trade between Washington and Moscow, Joe Wilson (R-S.C.) wrote on X on September 10.
The representative who authored the measure announced the move, citing Russia’s recent drone attacks on Poland as the immediate trigger.

“President [Barack] Obama and [former senator and secretary of state] John Kerry wrongly repealed this law during the misguided ‘reset’ with Russia, which encouraged war criminal [Vladimir] Putin to occupy Crimea,” Wilson wrote on X. “President [Donald] Trump will fix this!”
The Jackson–Vanik amendment, adopted in 1974, restricted trade with countries that limited emigration or violated human rights.
Beginning in 1989, successive US administrations annually waived their application to the Soviet Union and later Russia.

In 2012, President Obama officially lifted the amendment, a move Wilson himself supported at the time, saying it was “a step in the right direction that will put our economy back on the path to prosperity.”
Wilson’s reversal comes days after Russia launched one of its heaviest air assaults on Ukraine in months. Overnight on September 10, at least 19 Russian drones crossed into Polish airspace during the barrage. Poland scrambled fighter jets and air defense units, with NATO allies also sending warplanes into the skies.

Following the operation, Polish authorities reported finding debris from seven downed drones and parts of a missile. Five drones crashed in the Lublin region, including one that struck a residential home in the village of Wyrzyki near the borders with Belarus and Ukraine. No casualties were reported.
Earlier, reports emerged that Keith Kellogg, Donald Trump’s special envoy for Ukraine, was en route to Poland when Russian drones crossed into the country overnight on September 10, an incident that triggered the first NATO combat engagement since the start of Russia’s full-scale invasion of Ukraine.
