US Temporarily Lifts Sanctions on Russian Banks for Nuclear Energy Projects

The administration of US President Donald Trump has temporarily lifted sanctions on several major Russian banks involved in civil nuclear energy projects. This decision was announced on December 17 via the official website of the US Department of the Treasury.

The Treasury issued a general license that allows transactions with these banks to continue until June 18, 2026. The authorization applies specifically to projects in the field of civil nuclear energy that began before November 21, 2024.

Among the Russian financial institutions affected by the temporary lifting of restrictions are Gazprombank, Sberbank, VTB, Alfa-Bank, Sovcombank, Bank Otkritie, Rosbank, Zenit Bank, Bank Saint Petersburg, the National Clearing Centre, the Central Bank of Russia, and others.

The license also extends to companies in which these banks hold a 50 percent or greater ownership stake.

The waiver only covers financial operations that directly support civil nuclear energy activities. These include settlements related to the operation of nuclear power plants, fuel supply, and technical service contracts. All other financial transactions with these institutions remain subject to US sanctions.

According to the Treasury, the move was made to avoid potential risks to the stability of the global energy sector. The department cited concerns that sanctions targeting banks involved in essential nuclear operations could disrupt critical infrastructure or international cooperation in the energy field.

Previously, it was reported that the US Department of the Treasury extended a special license that temporarily exempts the foreign gas station network of Russia’s Lukoil from sanctions.
