Zelenskyy Meets Macron in Paris to Discuss Peace Plan and Security Guarantees

Ukrainian President Volodymyr Zelenskyy met with French President Emmanuel Macron for extended one-on-one talks at the Élysée Palace on December 1.

The leaders focused on pushing forward diplomatic efforts to end Russia’s war against Ukraine and to establish firm international security guarantees.

Zelenskyy shared details of his recent meeting with US officials in Washington, emphasizing that now is a critical moment for international engagement.

“Peace must be truly reliable. The war must end as soon as possible. Much depends on the active role of each leader today,” Zelenskyy stated.

He also noted that further talks with other world leaders were scheduled later in the day.

At a joint press conference, President Macron condemned Russia’s most recent missile strikes on Ukraine—including Monday’s deadly attack on Dnipro—and reaffirmed France’s solidarity.

“I want to begin by expressing our full support to President Zelenskyy and the Ukrainian people following these latest attacks,” Macron said.

Zelenskyy noted that the territorial issue was among the most challenging points of discussion during the 6.5-hour meeting.

“The territorial issue is the hardest. The financial and reconstruction aspects are difficult to approve without our European partners. On security guarantees, we need clear positions from both the US and Europe. We must proceed with caution, but the [US] plan now looks better,” he explained.

Macron confirmed that the Coalition of the Willing  has completed its work on a draft security framework.

“In the coming days, American officials and the coalition will hold talks to clarify the US role in these guarantees, based on what was agreed last week,” Macron said.

On the same day, it was reported that a Russian ballistic missile strike on the city of Dnipro killed four people and wounded 40 more.

The coalition of the willing is a coalition of 34 countries which have pledged strengthened support for Ukraine against Russian aggression, going further than the support delivered by the Ukraine Defense Contact Group by pledging readiness to also be part of a peacekeeping force deployed on Ukrainian territory, either by providing troops or contributing in other ways.
