On March 12, Ukrainian President Volodymyr Zelenskyy held a press conference summarizing recent discussions between Ukrainian and U.S. delegations in Jeddah, Saudi Arabia. The meeting focused on de-escalation efforts, Ukraine’s security, and the broader framework for a potential resolution to the ongoing war.

Constructive talks amid Russian escalation attempts

Zelenskyy described the talks as a significant step toward strengthening Ukraine-U.S. relations despite Russian attempts to sow discord. He emphasized that the meeting reaffirmed the partnership between the two countries and countered narratives suggesting diplomatic isolation for Ukraine.

“Russia is working to undermine our alliances, but this meeting demonstrated our unity,” Zelenskyy said.

U.S. proposal for a 30-Day ceasefire

One of the key points discussed was a U.S. proposal for a 30-day ceasefire. Zelenskyy expressed support for the initiative, stating that such a pause would allow for the development of a detailed security framework. He stressed that any agreement must include guarantees ensuring Ukraine’s long-term security.

“These 30 days are essential for drafting clear security commitments for Ukraine. If Russia refuses, it will confirm its intention to continue the war,” he stated.

U.S. response to Russia’s position

Zelenskyy noted that the next move is up to Russia—either to accept or reject the ceasefire proposal. If Moscow refuses, he expects the U.S. to respond with additional sanctions and increased military assistance.

“If Russia declines, we anticipate strong steps from the U.S., including further sanctions and expanded defense support,” he stated.

Ukraine’s stance on territorial integrity

The Ukrainian president reaffirmed that Kyiv will not recognize any Russian claims over occupied territories. He identified this as a fundamental principle in any negotiations.

“There can be no compromises regarding our territorial integrity. Ukrainians have paid a high price for freedom, and this cannot be erased,” Zelenskyy emphasized.

Elections and martial law

Addressing the timing of elections, Zelenskyy reiterated that they will be held in accordance with Ukrainian law and only after the war has ended. He dismissed any speculation about delaying elections unnecessarily while ensuring that security conditions allow for a democratic process.

“Elections will be held as soon as conditions permit. We will not delay them arbitrarily, nor will we allow them to be exploited by external forces,” he said.

Potential meeting with U.S. leadership

Zelenskyy commented on the possibility of meeting with U.S. President Donald Trump, stating that while no formal invitation has been extended, he remains open to discussions that yield concrete outcomes.

“Any meeting with the U.S. president must lead to tangible results. I am prepared for discussions that benefit Ukraine,” he said.

Ukraine’s response to Russian attacks

Regarding military actions, Zelenskyy affirmed Ukraine’s right to respond to aggression. He underscored that any strikes against Russia are defensive measures aimed at protecting Ukrainian civilians.

“We will not allow attacks on our people to go unanswered. Ukraine will take the necessary steps to defend its citizens,” he stated.

Security cooperation and economic agreements

Zelenskyy also touched upon security guarantees discussed with the U.S., noting that details would be addressed in future negotiations. Additionally, he mentioned Ukraine’s readiness to sign a framework agreement with the U.S. regarding rare earth metals, highlighting economic cooperation as part of broader strategic discussions.

“There are no hidden deals. We are prepared to move forward,” he added.

Earlier, U.S. Secretary of State Marco Rubio stated that any violations of a potential ceasefire in Ukraine would be difficult to conceal due to modern surveillance technology, including satellites. Speaking in Ireland on March 11 after talks with Ukraine in Saudi Arabia, he emphasized that drone, missile, and artillery strikes would be easily detectable, reinforcing the feasibility of monitoring a truce.
