Zelenskyy: Ukraine Still Awaits Russia’s Ceasefire Conditions After Prisoner Exchange

Ukrainian President Volodymyr Zelenskyy stated that Ukraine has yet to receive any list of conditions from Russia for ending the war.
The president shared this on May 28 during a joint press conference with German Chancellor Friedrich Merz in Berlin.
According to Zelenskyy, Ukraine’s Defense Minister Rustem Umerov, who leads the Ukrainian delegation, has been in contact with the Russian side.
Zelenskyy noted that Ukraine had expected a ceasefire agenda and a plan for a leaders’ meeting before the large prisoner exchange in the “1000 for 1000” format.

“We waited until the exchange, then they said the ‘agenda’ or ‘memorandum’, I don’t know what they would call it, would be sent immediately after the exchange. But after the exchange, we received nothing,” Zelenskyy said.
He added that to find out when Ukraine would receive the memorandum, Umerov contacted the head of the Russian delegation, Vladimir Medinsky.
“They assured us ‘it would come,’ but we never got anything. No one did. We reached out to the US, they’re also waiting. Everyone is waiting,” the president said.
On May 27, presidential envoy Keith Kellogg said that the United States has already received a document from Ukraine outlining in detail the conditions under which Kyiv would agree to a ceasefire.
