Zelenskyy Appoints Oleksandr Poklad to Lead the SBU Amid Security Reshuffle

Ukrainian President Volodymyr Zelenskyy has appointed Oleksandr Poklad as the acting head of the Security Service of Ukraine (SBU) following an official decree published on the presidential website on July 17.
Poklad, who previously served as the first deputy head of the agency, takes over the leadership role from Yevhen Khmara.

The transition follows a Cabinet of Ministers decision directed by Zelenskyy to appoint Khmara as the acting defense minister of Ukraine.
Prior to his appointment as the first deputy head of the SBU, Poklad directed the agency’s counterintelligence department. His earlier career within the service includes leading the fifth administration of the SBU counterintelligence department.
Poklad has received multiple state recognitions for his service. He was awarded the Order "For Courage" III class by a state decree under President Petro Poroshenko in 2017, and subsequently received the Order "For Courage" II class from President Zelenskyy in 2020.

The Ukrainian government appointed Yevhenii Khmara as the acting Minister of Defense and Andrii Sybiha as the acting Minister of Foreign Affairs as part of the structural reorganization of the Cabinet of Ministers, which the new Ukrainian Prime Minister Serhiy Koretskyi reported on July 17.
The interim personnel changes, executed in close coordination with Volodymyr Zelenskyy, were designed to safeguard institutional stability across Ukraine’s critical security and diplomatic sectors during a transition period.
Koretskyi emphasized that maintaining strict operational continuity within the spheres of national defense and foreign policy remained a paramount priority for the administration.
