Berlin Seeks $113 Million More for Ukraine as Russia Targets Power and Civilian Infrastructure

Germany is proposing an additional $113 million to restore Ukraine’s water, energy, and transport infrastructure and strengthen resilience against intensified Russian attacks, Reuters reported on November 5.
The additional funding would supplement assistance already included in Germany’s 2026 budget and cover damage caused by Russia’s intensified aerial attacks since the summer.

“This need is unforeseen, as at the time the federal budget for 2026 was adopted, the intensity of the conflict could not have been predicted,” a German Finance Ministry letter to parliament’s budget committee stated.
“Since July 2026, Russia has been carrying out increasingly frequent and intense attacks on critical and civilian infrastructure in big cities, transport routes, logistics centres and companies,” the letter added, according to Reuters.
The proposed funds would support decentralized power generation and energy storage equipment, repairs to water and electricity infrastructure, firefighting equipment, and repairs to school buildings.

According to the letter, 80% of Ukraine’s power generation capacity has been destroyed since Russia launched its full-scale invasion in 2022. Russian attacks in October caused blackouts in more than a third of Ukraine’s regions, Reuters reported.
Germany has also moved to strengthen Ukraine’s protection against further Russian strikes. In September, Ukrainian President Volodymyr Zelenskyy announced that Berlin would provide new air defense packages, while the two countries were also finalizing a bilateral drone cooperation agreement.
