Lavrov Accuses Washington of Maintaining Biden-Era Anti-Russia Policy Despite Trump Rhetoric

Russian Foreign Minister Sergey Lavrov accused the United States of continuing the hostile policies of the Biden administration, lamenting that dialogue with US President Donald Trump has failed to yield practical agreements, The Moscow Times reported on May 13.

In an interview with Russian state media, Lavrov expressed frustration that Washington is not easing sanctions against Moscow. Lavrov noted that while the White House uses the “right words” regarding mutually beneficial technological and energy projects, no concrete actions have followed.

“In practice, apart from this regular dialogue, which is normal in communication between people and states, everything else is the same line that [former US President] Joe Biden started,” Lavrov stated, according to The Moscow Times.

He complained that all previous sanctions remain active and that the Trump administration is actively introducing its own initiatives to economically “punish” Russia. The foreign minister specifically condemned recent US sanctions against Russian oil giants Lukoil and Rosneft, as well as Washington’s pressure on international buyers of Russian crude, calling the moves “unlawful” and “illegitimate.”

While the Kremlin continues to call for diplomatic negotiations, Ukrainian and Western officials frequently point to a documented record of Russian treaty violations. Russia has violated nearly 200 international treaties and agreements in recent decades, using diplomatic promises and temporary ceasefires merely as stalling tactics to rearm and prepare for further aggression.

From flagrantly violating the 1994 Budapest Memorandum—which guaranteed Ukraine’s sovereignty in exchange for its nuclear disarmament—to breaching the Minsk agreements, Georgian ceasefire conditions, and arms control treaties with the United States, Vladimir Putin has a well-documented track record of abandoning his commitments the moment they become strategically inconvenient.

Lavrov argued that these penalties were unjustly implemented under the pretext of the Ukraine war, pointing out that Trump has repeatedly referred to the war as “Joe Biden’s war, not his war,” The Moscow Times noted.

Despite the harsh criticism over economic policy, Lavrov maintained that Moscow still values the Trump administration’s efforts to establish a dialogue with Russian leader Vladimir Putin. He added that diplomatic consultations are actively continuing between the two nations' foreign ministries and special presidential envoys.

Lavrov’s frustrations coincide with recent remarks from the White House, where Donald Trump publicly denied having any backroom agreement to hand over Ukraine’s Luhansk and Donetsk regions to Vladimir Putin.

Speaking to reporters, Trump flatly rejected the idea of a territorial concession in the Donbas, despite the Kremlin’s maximalist demands for peace talks. While Trump expressed optimism that a settlement between Russia and Ukraine is approaching and stated he would “do whatever is necessary,” including a potential trip to Moscow.
