Ukrainian President Volodymyr Zelenskyy reported these facts during his speech at the UN General Assembly on September 23.

The President urged foreign governments to protect their populations and stop the Kremlin from using foreign nationals to cover its battlefield losses.
Highlighting the economic and military situation, Zelenskyy noted in his speech that Russia’s oil industry is suffocating for the first time in history as a result of Ukraine developing its own powerful long-range weapons.
The President stated that while the upcoming winter could be very difficult for Ukrainians, Kyiv will have no choice but to make it equally agonizing for Russia.
Addressing global defense challenges, Zelenskyy pointed out during his address that the global shortage of air defense missiles has reached a critical point.
He added that even the wealthiest nations have exhausted their stockpiles, while current production volumes are catastrophically insufficient.
Emphasizing the threat posed by the Kremlin, Zelenskyy stressed that the more freedom Russian leader Vladimir Putin has, the more dangerous it becomes for the entire world.
The President concluded his speech by urging the international community to strip Putin—whom he referred to as "patient zero"—of the ability to spread evil any further.
On September 23, Moscow signaled its readiness for peace talks with Ukraine, but ruled out halting its military operations during any potential negotiations.
Russian Foreign Minister Sergey Lavrov made this statement during a UN meeting, claiming that European nations sought a pause merely to replenish military supplies for the Ukrainian leadership.
Lavrov further reiterated Russia's declared invasion objectives, alleging that the military campaign aimed to ensure Russian security and protect Russian speakers.
