Newly Elected Russian Lawmakers Reportedly Push to Pull Troops From Lyman as Losses Mount

A group of newly elected Russian State Duma lawmakers is reportedly preparing a private appeal to Defense Minister Andrei Belousov calling for Russian troops to be withdrawn from difficult positions in the Lyman sector of Ukraine’s Donetsk region amid reported heavy losses.

According to the Ukrainian partisan movement ATESH on September 22, the lawmakers involved have relatives who were killed during Russia’s war against Ukraine and are seeking changes intended to preserve personnel and maintain command over Russian units. The reported appeal has not been made public, and its existence has not been independently verified.

ATESH claimed that the lawmakers also criticize Chief of the Russian General Staff Valery Gerasimov over the military leadership’s handling of operations and accuse Russian commanders of systematically providing inaccurate battlefield reports, including claims about settlements allegedly captured by Russian forces.
The partisan movement said its agents within Russia’s Center group of forces had reported significant Russian losses in the Lyman sector and described Ukrainian units operating there as having a technological advantage, including through the deployment of new robotic systems.
The claims come as Ukraine’s Third Army Corps continues Operation Vivaldi, a counteroffensive in northern Donetsk region around Lyman.
Across the first two phases of the operation, Ukrainian forces have taken control of 125 square kilometers of territory, including 50 square kilometers liberated from Russian occupation, according to the Third Army Corps. Ukrainian troops have also liberated Shandryholove and Derylove and established full control over Drobysheve.

The Third Army Corps said more than 3,000 Russian troops had been killed or wounded during the operation and that Ukrainian forces had degraded the capabilities of three Russian formations—the 20th Army, 25th Army, and 1st Guards Tank Army. These battlefield-loss figures have not been independently verified.
Operation Vivaldi has also involved extensive use of unmanned systems. The Third Army Corps said Ukrainian forces became the first in the world to air-deploy attack ground robots, with heavy bomber drones transporting unmanned ground vehicles more than 10 kilometers behind Russian lines.
