Russia Built a $2 Million Starlink Jammer. Ukraine Destroyed It in Crimea

A Russian electronic warfare system used to suppress Starlink communications was destroyed by a Ukrainian drone strike in temporarily occupied Kerch, satellite images from Crimea published by the OSINT community Exilenova+ show on June 23.
The destroyed system was identified as the Volna Kupol Garant, a Russian EW complex designed to interfere with Starlink satellite communications.

The system consists of satellite antennas mounted on several trailers. It creates powerful interference aimed at a specific Starlink satellite, disrupting the connection between the satellite and terminals on the ground.
Satellite images published by Exilenova+ show burn marks at the locations where the equipment had been deployed. Most of the trailers, however, appear to have been moved after the strike.

One Volna Kupol Garant system can reportedly cover an area of around 20 square kilometers. It operates in the 14 to 14.5 GHz frequency range.
Despite its jamming capabilities, the system has major vulnerabilities. SpaceX can quickly detect interference in communication channels, while signals intelligence satellites operated by Ukraine’s partners can identify the system’s powerful emissions, making it easier to locate.

That, in turn, allows Ukraine’s Defense Forces to find and strike such systems with drones.
The Russian manufacturer, Russky Kupol, does not disclose the system’s full technical specifications. However, one Volna Kupol Garant complex is known to cost roughly $2 million.
In addition, Ukraine’s Armed Forces carried out a combined strike on multiple Russian infrastructure sites, targeting facilities used to attack Ukraine and support Moscow’s military.
Earlier, Russia’s State Duma approved a package of amendments banning the sale of equipment for foreign satellite communication systems that have not received authorization to use Russian radio frequencies.
Under the new rules, websites offering such devices for sale will be added to Russia’s registry of banned websites. The measures are primarily aimed at Starlink terminals produced by Elon Musk’s company.
