Russian forces struck 28 substations and other critical energy facilities across Ukraine during the latest wave of attacks, Ukrainian President Volodymyr Zelenskyy said on October 19.
According to Zelenskyy, the damage was reported during a coordination meeting with regional authorities to assess the consequences of the latest Russian strikes on Ukraine’s energy infrastructure.

“Unfortunately, 28 substations and other important energy facilities were hit. Restoration work is underway everywhere, and electricity is gradually being restored to people,” Zelenskyy said.
The Ukrainian president emphasized that repair crews and energy company employees were working to restore power supplies in the affected regions.
He also expressed gratitude to the teams involved in the recovery efforts as Ukraine continues to address the damage caused by Russian attacks on its energy infrastructure.

The latest strikes follow a large-scale Russian missile attack on October 14 that targeted all three of Kyiv’s combined heat and power plants, along with critical energy infrastructure in Kharkiv and the surrounding region.
According to Ukrainian Prime Minister Serhii Koretskyi, Russian ballistic missiles targeted energy facilities in Kyiv, Kharkiv, and the Kharkiv region. Additional strikes hit infrastructure in the Kyiv region responsible for supplying electricity to the capital and central Ukraine.

The continued attacks on Ukraine’s energy infrastructure come amid uncertainty surrounding a proposed energy ceasefire between Kyiv and Moscow announced by US President Donald Trump.
On October 14, Kremlin spokesperson Dmitry Peskov claimed that Russia had not received specific details about the proposal and therefore could not be accused of violating an agreement whose terms had not been established.
“The energy ceasefire proposed by Trump has not been specified, so it cannot be claimed that Russia is failing to comply with it,” Peskov said, according to the Russian Telegram channel Vy Slushali Mayak.
