Russia-North Korea Military Partnership Is Prolonging Ukraine War and Threatening Security, South Korea Says

South Korea has warned that military cooperation between Russia and North Korea, including the transfer of ballistic missiles and the deployment of North Korean troops, directly violates UN Security Council resolutions and is prolonging Russia’s war against Ukraine.
South Korea’s Permanent Representative to the United Nations, Cha Ji-hoon, made the remarks during a UN General Assembly plenary meeting on the situation in the Russian-occupied territories of Ukraine on September 2.

“The Republic of Korea remains seriously concerned about continuing military cooperation between Russia and the DPRK. Despite repeated calls for its cessation, this cooperation continues unabated,” Cha said.
According to the ambassador, the cooperation includes arms transfers, including ballistic missiles, troop deployments, and other forms of military support that are contributing to the continuation of the war and posing serious threats to international peace and security.
South Korea called on Moscow and Pyongyang to immediately end what it described as illegal military cooperation.
“Diplomatic engagement is essential to bting this war to an end. This is a war that should not have begun and must end without further delay,” Cha said.
The ambassador also drew attention to the growing civilian toll of Russia’s war. According to UN figures cited by Cha, at least 437 civilians were killed and more than 2,600 injured in July, marking the highest monthly casualty level since May 2022.
Cha separately highlighted the situation in Russian-occupied Ukrainian territories, where civilians remain particularly vulnerable to human rights violations and security threats.
He stressed the need to address the return of forcibly displaced Ukrainian children and other civilians who have been separated from their families.
The warning comes amid reports that military cooperation between Moscow and Pyongyang could expand further. Russia is seeking a new military aid package from North Korea that could include KN-30 ballistic missiles for potential use against Ukraine during the fall and winter, according to Ukraine’s Defense Intelligence (HUR) representative Andrii Cherniak.
According to HUR, Moscow has requested the KN-30, a heavier short-range ballistic missile that Ukrainian intelligence assesses as roughly three times more powerful than the KN-23 and KN-24 missiles Russia has already used against Ukraine.
