German Chancellor Friedrich Merz called for immediate negotiations to end the war in Ukraine, declaring that the time has come to freeze the front line and “end the killing,” German news agency dpa reported on June 25.

Speaking at the Ukraine Recovery Conference in Gdańsk, Poland, Merz asserted that Europe and the transatlantic alliance remain prepared to ramp up economic pressure on Russia’s struggling economy.

“Russia won’t win this war,” he stated.

The summit, co-hosted by Polish Prime Minister Donald Tusk and Ukrainian Prime Minister Yulia Svyrydenko, has gathered delegates from the European Union, the G7, the World Bank, and various global corporations. Despite urging a diplomatic opening, Merz emphasized that backing Ukraine remains an “unwavering commitment” for Germany as Kyiv continues to defend its territory after more than four years of full-scale war, according to dpa.

“The time has come to start negotiations, freeze the front line and put an end to the killing,” Merz said.

The push for a fresh diplomatic track comes after previous peace efforts led by the United States failed to deliver a breakthrough. European leaders are currently trying to establish a new framework for talks to ensure continental interests are not sidelined again, dpa noted.

However, a major hurdle remains as Moscow has repeatedly refused to negotiate directly with European states, instead sticking to maximalist demands and major territorial concessions that Ukraine completely rejects, dpa wrote.

These diplomatic calls match recent statements from Washington, where US officials at the United Nations Security Council similarly urged an immediate ceasefire and peace agreement. American diplomats warned that time is running out for Moscow, pointing to severe operational costs, including roughly 40,000 monthly Russian casualties, and a deeply strained domestic economy as reasons for the Kremlin to return to the negotiating table.
