Russia’s Syzran Oil Refinery Completely Shuts Down After Primary Processing Unit Damaged

Russia’s Syzran oil refinery in the Samara region has halted operations after a May 21 Ukrainian drone attack damaged its main crude processing unit, according to two industry sources cited by Reuters on May 25.
Sources told Reuters that the refinery's CDU-6 crude distillation unit, which accounts for more than 70% of the plant's capacity, was shut down following the strike. Repairs could take more than a month, they added.

The local governor, Vyacheslav Fedorishchev, reported a drone attack on Syzran in Russia’s Samara region, while Ukraine confirmed it had struck the refinery. Rosneft, which owns the facility, did not immediately respond to a request for comment.
The plant has a nameplate capacity of 8.5 million metric tons a year, or 170,000 barrels per day. In 2024, it processed 4.3 million tons of crude oil, producing 1.5 million tons of diesel, 800,000 tons of gasoline, and 700,000 tons of fuel oil.

The Syzran shutdown forms part of a broader Ukrainian campaign against Russia's oil-processing infrastructure.
Ukrainian forces have carried out at least 158 strikes against Russian refineries since the start of the full-scale invasion, hitting 24 of the country's 33 largest plants, with the Ryazan and Saratov facilities targeted most frequently.
Russia's oil industry suffered more than $13 billion in combined direct and indirect losses in 2025 due to the drone campaign, while national refining volumes fell to their lowest level since 2009.
