Ukraine Calls Emergency UN Security Council Meeting After Russian Missile Weekend Strike on Kyiv

Ukraine has called for an urgent meeting of the United Nations Security Council and a joint session of the Organization for Security and Co-operation in Europe (OSCE) Forum for Security Co-operation and the OSCE Permanent Council following Russia’s massive missile strike on Kyiv.

Ukrainian Foreign Minister Andrii Sybiha announced the move in a statement published on X, saying Kyiv had instructed its diplomatic missions to use all available international mechanisms in response to what he described as a “barbaric” attack by Russia.

“I instructed all our missions to international organizations to make full use of the multilateral toolbox in response to last night’s barbaric Russian missile attack on Kyiv,” Sybiha stated.

He said international institutions including the United Nations, Organization for Security and Co-operation in Europe, Council of Europe, and UNESCO “must provide an adequate and decisive response to the aggressor, which is trying to compensate for the lack of military progress on the battlefield through terror against civilians.”

According to Sybiha, Russian leader Vladimir Putin is attempting to intimidate both Ukraine and the wider international community by targeting civilian infrastructure and residential areas.

“Putin is trying to intimidate Ukraine by attacking civilians and destroying residential buildings, museums, schools, and critical infrastructure. He is also trying to intimidate the world by launching IRBMs against peaceful cities,” the minister said.

He added that the situation required a coordinated international response aimed at increasing pressure on Moscow.

“All of this requires strong and coordinated action by the international community. We urge our partners to resolute multilateral actions aimed at deterring Russia and compelling it toward a comprehensive, just, and lasting peace,” Sybiha stated.

On May 24, Russia carried out a massive overnight aerial assault against Ukraine, launching 690 drones and missiles, including a medium-range ballistic missile believed to have struck the southern part of Kyiv region.

According to the Ukrainian Air Force, the attack involved 600 drones and 90 missiles, with Kyiv remaining the main focus of the strike. Ukrainian air defense forces said they managed to destroy or suppress 604 incoming aerial targets.

Among the weapons reportedly used was a medium-range ballistic missile launched from the Kapustin Yar military range in Russia’s Astrakhan region, a site linked to the deployment of the “Oreshnik” missile system.

Earlier, on April 16, Russian forces launched more than 700 missiles and drones within a 24-hour period. The strikes killed at least 16 people in Kyiv, Odesa, Dnipro, and other cities, while emergency workers in the capital were targeted in a double-tap attack during rescue operations.
