Ukraine Plans 840 Mobile Shelters Along School Routes in 6 Frontline Regions

Ukraine plans to install 840 mobile shelters along school bus routes in six frontline regions, the Ministry of Communities, Territories, and Internally Displaced Persons reported on October 1.
The project covers Dnipropetrovsk, Zaporizhzhia, Sumy, Kharkiv, Kherson, and Chernihiv regions. The ministry presented the initiative during a meeting of the Shelter Coalition for Ukraine, which brings together international partners and financial institutions.

Russia’s attacks have repeatedly damaged and destroyed Ukrainian schools and other educational facilities, forcing students into shelters, remote learning, or relocated classrooms. As of September 1, Russian strikes had affected 4,650 educational institutions across Ukraine, with 423 completely destroyed, according to figures cited by UNITED24 Media.
“For us, it is fundamentally important that children are protected not only in schools, but also on the way there,” Ukraine’s Deputy Minister for European Integration Artem Husak stated.
He added that Ukrainian donor regions had already joined the project, but additional international financing was needed to cover all requirements. The ministry presented partners with region-specific needs and a targeted breakdown of how funding would be used.

The European Union announced $11.7 million in funding for shelters across Ukraine during the meeting. Other members of the coalition are also considering possible financial contributions, the ministry noted.
Ukraine plans to continue consultations with Finland, which co-chairs the Shelter Coalition alongside Ukraine, to coordinate further steps and possible support mechanisms.
The ministry described the 840-shelter project as a way to improve safety for children in frontline communities and preserve access to education despite continued Russian attacks.
The Shelter Coalition was launched in May 2025 through a joint declaration by the governments of Ukraine and Finland. The EU, Lithuania, Belgium, Ireland, Sweden, Switzerland, and the European Investment Bank later joined the initiative.

Its work focuses on attracting international financing, modernizing existing shelters, and building new protective infrastructure.
Recently, Ukraine opened its first underground kindergarten in the Kharkiv region, allowing up to 260 children to attend preschool in person during air raid alerts. Similar protected preschool facilities are now being developed in nine regions, with priority given to frontline communities.
