Ukraine Seeks $95 Billion in External Funding for 2026–2027, Over Half Already Secured

Ukraine estimates its external financial assistance needs at $95 billion for the 2026-2027 period, with $52 billion of that amount already secured.

Ukrainian Finance Minister Serhii Marchenko shared these details during a G7 financial bloc meeting in Paris, according to Hromadske on May 18.

During the session, Marchenko expressed his gratitude to the partner nations for their continued support.

The economic landscape presents a mixed picture. Ukraine’s GDP contracted in the first quarter of 2026, and inflation ticked upward in April following several months of slowing down. However, the country’s state budget revenues for the first four months of 2026 saw a 17.2% increase compared to the same period last year.

This financial outlook follows the European Union’s official approval on April 23 of a €90 billion ($104.8 billion) loan for Kyiv. According to the Ministry of Finance, Ukraine is scheduled to receive €45 billion ($52.4 billion) annually from this total package across 2026 and 2027, with the initial funds expected to arrive between May and June of this year.

The allocation of the EU funds is heavily weighted toward defense. In 2026 alone, €16.7 billion ($19.45 billion) will be directed toward social budget support, while €28.3 billion ($32.97 billion) is earmarked for defense needs.

Over the entire two-year span, approximately €30 billion ($34.95 billion) from the total sum will provide direct budget support through existing financial aid mechanisms.

The first tranche of the European Union’s roughly $98 billion (€90 billion) loan for Ukraine was scheduled to be disbursed as early as late May or early June 2026.

Although the country had faced the prospect of running out of available funding as early as April, the large-scale loan package covering 2026 and 2027 was designed to ensure long-term financial stability.
