Ukraine Seeks Patriot Air Defense Missile Co-Production Partnership With Japan’s Mitsubishi

Ukraine is pursuing an industrial defense partnership with Japanese conglomerate Mitsubishi to leverage its expertise in manufacturing licensed Patriot air defense missiles, Ukrinform reported on July 10.

The initiative seeks to establish domestic manufacturing capabilities for advanced anti-ballistic systems as Ukraine works to secure its airspace against long-range threats. Describing the Japanese manufacturer as a global benchmark for localized defense integration, President Volodymyr Zelenskyy confirmed Kyiv’s intent to establish a formal technical exchange.

“We know what Mitsubishi is doing,” Zelenskyy stated, according to the Ukrinform report. “It demonstrates a very high level of production of missiles for Patriot. And this is probably the strongest example today of how, after receiving an American license, to deploy production of its own anti-ballistics.”

“We would like to see them in Ukraine, definitely, with pleasure, we would like an exchange of experience, but this depends on the desire of the Japanese side,” he said.

This potential collaboration aligns with Ukraine’s strategy to scale its domestic defense industrial base by building joint ventures with technologically advanced allies. To facilitate the partnership, Zelenskyy emphasized that Ukraine holds deep respect for Japan’s industrial achievements and is fully prepared to offer its own battlefield-tested innovations in return.

The president concluded, “We are ready to share our development, our technologies. I am confident that in many directions we will have a common vision.”

This development follows a proposal when US President Donald Trump announced plans to grant Ukraine licensing rights to domestically manufacture Patriot air defense missiles.

Trump stated during a bilateral meeting with Volodymyr Zelenskyy that American experts would guide Ukrainian engineers through the technical process, aiming to bypass international procurement backlogs and establish localized anti-ballistic production capabilities within a two- to three-month window.
