Ukrainian President Volodymyr Zelenskyy announced during an online meeting hosted by the Hudson Institute that negotiators from Ukraine, the United States, and Russia plan to meet at a technical level in Abu Dhabi during the first half of November, Reuters reported.

The President explained that whether the meeting actually takes place depends entirely on Russia, as similar talks that were previously set for October failed to materialise.

On October 23, Zelenskyy held discussions with US representatives Jared Kushner and Steve Witkoff. Witkoff had met with Vladimir Putin earlier in the week.

The Ukrainian President emphasized that these technical-level talks are intended to pave the way for a subsequent summit between the leaders of Ukraine, the United States, and Russia regarding Russia’s full-scale invasion of Ukraine.

Zelenskyy had recently emphasized the severe difficulty of acquiring air defense interceptors, stating that Ukraine secures them in batches of just “one or two missiles at a time” rather than in hundreds or thousands.

Speaking at a briefing in New York, Zelenskyy explained that these scarce and expensive deliveries require direct approval from allied leaders, as lower-level negotiations yield no results.

Identifying the US as the only nation capable of supplying missiles at scale, Zelenskyy is directly lobbying President Donald Trump to fulfill Ukraine’s needs despite global shortages driven by commitments in the Middle East.
