Zelenskyy Creates New Deep-Strike Command and High-Tech Rapid Reaction Forces

Ukrainian President Volodymyr Zelenskyy signed a decree on July 10 creating a specialized command within the Armed Forces of Ukraine, called the Long-Range Global Impact Command.

The decision aims to centralize specialized offensive capabilities to systematically reduce the military potential of the Russian Federation during Russia’s full-scale invasion of Ukraine.

In the same address, the president announced the creation of the Joint Rapid Reaction Forces, a high-tech tactical branch designed to integrate assault forces, unmanned systems, and artillery.

According to the official announcement, the newly created Long-Range Global Impact Command will focus all available strategic assets on precision deep strikes.

"This command must focus one hundred percent of available resources in order to reduce the Russian war potential even more tangibly. The commander in this direction will be strong and definitely maximally experienced," Zelenskyy stated during his evening address. The decree establishing the command has been officially published on the president's website.

Concurrently, structural adjustments are being implemented within the existing assault forces. The military leadership is restructuring the management of these units to address operational and personnel issues. "Many questions, problems that need to be solved. First of all, in the attitude towards people. Law enforcement agencies are taking procedural steps. There will also be changes at the level of management of the assault forces," Zelenskyy stated.

Also, Zelenskyy noted that he held consultations with Brigadier General Dmytro Voloshyn, the current commander of the 8th Air Assault Corps, regarding his potential appointment to lead the new reaction force.

Addressing the broader strategic landscape, Zelenskyy remarked that elements within the Kremlin's political elite are showing signs of recognizing the necessity of diplomatic engagement to end the hostilities.

"There they understand what is happening and that peace has no alternative. This impression will increase in Russia," Zelenskyy stated, adding that sustained deep strikes on Russian territory are intended to accelerate this shift in perception.

On July 1, 2026, Ukrainian long-range strikes hit an oil refinery in Ufa for the second time and targeted a strategic defense industry facility in the Penza region, which was involved in manufacturing components for missile weaponry.

Zelenskyy confirmed the operations, noting that the strikes reached targets over 1,300 kilometers and 600 kilometers from the frontline, respectively, as part of an ongoing campaign to reduce Russia’s military and industrial potential during Russia’s full-scale invasion of Ukraine.
