Zelenskyy to Address EU Summit on Ukraine Aid, Enlargement, and Russian Hybrid Threats

European Union leaders will gather in Brussels on October 15 and 16 to conduct strategic discussions on continued assistance for Ukraine, EU enlargement, internal reforms, and measures to counter Russian hybrid threats, European Pravda reported.

Ukrainian President Volodymyr Zelenskyy is expected to address the European Council summit, following an invitation letter sent to member state leaders on October 8 by European Council President António Costa.

Assistance to Ukraine remains a primary focus for the bloc as the country prepares for upcoming seasonal challenges.

"We will reaffirm our unwavering support for Ukraine in the face of Russia’s war of aggression. In light of intensified Russian attacks on critical infrastructure, it will be important to hear directly from President Zelenskyy about the country's operational needs ahead of the coming winter," Costa stated in his letter, according to European Pravda.

The summit agenda includes evaluating Ukraine’s progress in joining the bloc, with EU leaders aiming to see additional negotiation clusters opened by the time the meeting takes place.

"Our discussion will set strategic guidelines for future action," Costa noted regarding the enlargement agenda, which also involves reviewing the accession treaty draft for Montenegro as negotiations with the country target completion by the end of the year.

European security and response measures against external pressure will form another key item of discussion during the two-day summit.

"At our meeting, we will also address Russia's increasingly reckless behavior, including its campaign of hybrid attacks across Europe," Costa wrote, emphasizing that the European Union maintains unity against escalation from Moscow and will proceed with plans to enhance its joint defense readiness.

Earlier, on October 7, Hungary agreed to allow Ukraine to advance in its EU accession negotiations by lifting its months-long block on the screening results for Cluster 2, covering the internal market, and Cluster 3, covering competitiveness and inclusive growth.
