Finnish Defense Minister Urges Deep NATO, EU Integration for Ukraine

Speaking on the sidelines of the NATO summit on July 7, Finnish Defense Minister Antti Häkkänen emphasized that Ukraine must be integrated closely into both NATO and European Union structures.

This integration is vital because the alliance requires the strategic and operational lessons learned by Ukrainian forces on the ground, as reported by Suspilne News.

Helsinki views the situation through the lens of regional security, given its shared border with Russia. "From the Finnish point of view, we are neighbors with Russia, we take defense very seriously and see that Ukraine is capable of protecting itself when it comes to modern war. That is why Ukraine should be quite closely integrated into the structures of NATO and the European Union," he stated.

Helsinki is also reviewing its bilateral framework with Kyiv to determine if new security agreements are necessary. Finland recently increased its financial commitment to the Prioritized Ukraine Requirements List initiative, a program designed to supply Ukraine with critical weapons.

Moving forward, the Nordic nation aims to expand partnership opportunities specifically in drone technology and manufacturing.

According to Häkkänen, the Finnish government and the president remain ready to explore all political, military, and financial tools to advance Kyiv's goals at the summit.

"Now I cannot comment on the declaration about what it will be, but from the Finnish point of view it is completely clear that NATO needs the lessons of war learned by Ukraine. This is one of the reasons why all NATO countries should support Ukraine even more now," Häkkänen said.

On June 25, Finland provided an additional €40 million (around $45 million) to the PURL initiative, a program aimed at purchasing US-made weapons for Ukraine, which Finnish Prime Minister Petteri Orpo announced during the opening of the Ukraine Recovery Conference in Gdańsk on June 25, 2026.

This allocation brought Finland's total support to 33 military aid packages delivered since the start of Russia’s full-scale invasion. During the same two-day conference in Poland, Ukrainian Prime Minister Yulia Svyrydenko outlined expectations for over 160 international agreements worth in excess of €10 billion ($11.3 billion) to be signed, alongside the launch of a €3.2 billion ($3.62 billion) disbursement from the European Union's macro-financial assistance program.
