Germany Retaliates Against Russian Sabotage with Targeting Assistance and Cyber Warfare Powers

Following the attempted explosive drone attack at Leipzig/Halle Airport, the German government publicly attributed the sabotage plot to Russia, abandoning its traditionally cautious approach to hybrid threats, Der Spiegel reported on September 3.
German Chancellor Friedrich Merz received near-daily briefings on the investigation throughout August. In late August, he gathered key ministers at Schloss Neuhardenberg to coordinate a response.

While Merz sought immediate attribution, Interior Minister Alexander Dobrindt and Foreign Minister Johann Wadephul urged a brief delay to protect ongoing investigations and prepare diplomatic countermeasures against anticipated Russian retaliation.
The decision to officially name Russia was ultimately accelerated by a critical tip from a foreign intelligence service in mid-August. According to Der Spiegel, the tip definitively linked several individuals involved in the plot to Russian intelligence agencies.
During internal government discussions, officials concluded that the Leipzig plot was not an isolated incident but marked the beginning of a new phase of Russian aggression in Europe, driven by Moscow’s inability to counter Ukraine’s battlefield successes.
The investigation uncovered a highly organized sabotage operation involving multiple drones and operatives. On August 4, an explosive-laden drone carrying a canister of Semtex military explosive failed to detonate near a Ukrainian Antonov cargo plane parked at the airport, which serves as a critical logistics hub for NATO and the Bundeswehr.

Ten days later, investigators found a second damaged drone carrying Hexogen explosives in a nearby field. Der Spiegel reported that police later discovered the remains of a third drone and an antenna in a nearby wooded area, indicating a broader operation than initially understood.
Investigators identified at least two suspects linked to the plot. One is believed to have ties to Russian intelligence and a prior July 2024 arson attack on a hardware store in Poland.
The second suspect reportedly traveled from Istanbul to Germany before fleeing to Serbia, which Western intelligence agencies consider a major hub for Russian recruitment and training. The operation is believed to involve a combination of professional Russian intelligence operatives and low-level “throwaway agents,” Der Spiegel wrote.

In response to what Wadephul described as “open hostility” from Moscow, Germany announced a multifaceted retaliation package. Domestically, Berlin is closing the Russian consulate in Bonn and the Russian House in Berlin, tightening border controls for Russian citizens, and pushing the EU to crack down on Russia’s shadow fleet.
According to Der Spiegel, the German government is also moving to expand the offensive capabilities of its foreign intelligence service (BND). A proposed intelligence law would allow the BND to conduct “active measures,” such as infiltrating adversarial computer networks to delete stolen data, sabotaging production systems in drone factories, and physically destroying servers used for Russian disinformation campaigns.
Simultaneously, Berlin is drastically increasing its military support for Ukraine. Government sources told Der Spiegel that thousands of attack drones and IRIS-T air defense missiles will be delivered to Kyiv in September. Furthermore, the German government is considering deepening intelligence cooperation with Kyiv by assisting Ukraine in gathering targeting coordinates for military counterattacks.
European Commission President Ursula von der Leyen had also previously condemned the Leipzig airport drone plot as a direct attack by Russian intelligence using military-grade materials on EU territory.
Expressing full solidarity with Germany, she stated that Moscow’s attempt to weaken European resolve had backfired, pledging that the EU would respond to escalating hybrid warfare by intensifying sanctions, closing circumvention loopholes, and expanding countermeasures across the bloc.
