The legislation was introduced by a group of deputies, including Edmunds Jurevics, head of the New Unity parliamentary faction. Most lawmakers from the Stability! party abstained from the vote.
The new rules update Article 2 of the Law on Restrictions on Actions Threatening National Security. Similar travel bans previously applied to state officials, civil servants, and members of the Saeima.
Authors of the legislation noted that local representatives have detailed knowledge of critical infrastructure, civil defense plans, transport hubs, and municipal assets.
Lawmakers determined that uniform travel restrictions must apply to elected officials at both the national and local government levels, Delfi reported.

Starting September 1, 2026, Latvia enforced a broad ban on the import of a wide range of industrial products from Russia and Belarus, applying the restrictions to both direct shipments and deliveries arriving through third-party countries.
The Latvian government officially confirmed the start date during a cabinet meeting on August 25, following earlier parliamentary support at the end of July.
Under the regulations, the restricted list covered a large selection of consumer items and finished products, including printed books, newspapers, and other printed matter.
