All 32 NATO Allies Send Military Chiefs to Kyiv in “Clear Answer” to Russian Threats, Sybiha Says

Ukrainian Foreign Minister Andrii Sybiha said on October 8 that a visit by the NATO Military Committee to Kyiv served as a direct answer to Russian attempts to scare foreign diplomats into leaving the Ukrainian capital.
The arrival of the delegation brought the entire military leadership of NATO and representatives from all 32 member nations to Kyiv while Russia’s full-scale invasion of Ukraine continues.

The visit marks the first time in the history of independent Ukraine that the NATO Military Committee has met in the capital. During the event, Admiral Giuseppe Cavo Dragone and Commander-in-Chief Mykhailo Drapatyi co-chaired the first NATO-Ukraine Council meeting at the Military Committee level to take place on Ukrainian soil.
Foreign Minister Sybiha addressed the delegation's arrival on social media, noting that top officials gathered in Kyiv despite ongoing Russian air strikes, threats, and sabotage efforts targeting alliance members. He highlighted that cooperation between Ukraine and the military alliance continues to grow stronger regardless of these actions.

According to Sybiha, Ukrainian military officials briefed the delegation on battlefront conditions, military strategies, and urgent defense requirements. The discussions focused on air defense support and long-range strike tools. Allies provided updates on defense assistance packages, including 20 mm ammunition designed for F-16 fighter jets.

Sybiha added that alliance members are showing strong interest in integrating Ukrainian combat experience and operational knowledge into standard NATO doctrines and planning. He emphasized that Ukraine’s experience strengthens the entire alliance and that the country’s future lies within NATO.
“The first-ever meeting of the NATO-Ukraine Council at the level of the Military Committee, which took place in Ukraine under the co-chairmanship of Admiral Giuseppe Cavo Dragone and Commander-in-Chief Mykhailo Drapatyi, is a powerful symbol of support and solidarity. This visit is also a clear answer to Russia's attempts to intimidate foreign diplomats into leaving Kyiv,” Sybiha stated.

“Ukraine's experience makes the entire Alliance stronger, and our future is in NATO,” the Foreign Minister concluded.
Earlier, in March, a NATO military command delegation led by Admiral Pierre Vandier, Supreme Allied Commander Transformation, visited Ukraine for the first time since the start of the full-scale war, discussing Ukrainian participation in future NATO exercises and expanded military cooperation.
