Ukraine Hosts Top NATO Military Delegation, Discusses Future Exercises

A NATO military command delegation of this level, led by Admiral Pierre Vandier, NATO Supreme Allied Commander Transformation, visited Ukraine for the first time since the start of the full-scale war, according to Suspilne on March 22.

Pavlo Palisa, deputy head of the Office of the President of Ukraine, stated the visit focused on practical cooperation between Kyiv and the alliance, including the possible participation of Ukrainian troops in future NATO exercises as a Red Team.  

The format would place Ukrainian personnel in the role of a simulated adversary, allowing allies to test responses against battlefield tactics shaped by Russia's war against Ukraine

Palisa noted that Ukrainian units had already impressed allied militaries during previous exercises, where they demonstrated newer methods of warfare and showed a clear edge in training scenarios.

He also stated that the sides discussed the future of the NATO-Ukraine Joint Analysis, Training and Education Center, or JATEC, as work moves into the final stage of deploying Ukrainian command systems while expanding analytical capabilities and training programs.

“Today, Ukraine is not only a consumer of security. Ukraine is its producer,” Palisa stated after the meeting, thanking Vandier and the delegation for what he described as openness and readiness for practical cooperation.

The visit also reflected a broader NATO effort to test Ukrainian battlefield experience in allied training environments.

Ukrainian troops have previously taken part in a simulated sea-drone strike against a NATO frigate during drills in Portugal, with a Ukrainian-led team demonstrating tactics shaped by Black Sea combat experience.

The reported drill appears to have focused less on symbolism than on testing how naval forces detect, track, and respond to fast, low-profile unmanned systems operating close to the surface.
