Lukashenko and Putin Hold Unannounced Meeting Following Minsk Demands to Avoid War Involvement

Belarusian leader Alexander Lukashenko held an unannounced meeting with Russian leader Vladimir Putin at the private Valdai residence, a location rarely used for official state negotiations.

The meeting took place on June 26, and was publicly disclosed by Minsk and the Kremlin only after Lukashenko had likely returned to Belarus, according to RBC.

Flight data showed that the Belarusian presidential aircraft departed Minsk at 9:46 AM Moscow time and disabled its transponder over the Tver region, while traffic was temporarily halted on the M-11 highway near the residence.

The Kremlin confirmed the talks following their conclusion. Presidential spokesperson Dmitry Peskov stated that the discussions focused on the Union State agenda, trade, economic cooperation, and regional security, adding that no official statements would be released.

The unannounced visit occurred immediately after Lukashenko publicly demanded that Russian Ambassador Boris Gryzlov refrain from drawing Minsk into the ongoing hostilities.

Reports indicate that the Kremlin is leveraging financial and legal mechanisms under the Union State framework to pressure Belarus into opening a second front and integrating its citizens into the Russian military. Meanwhile, Lukashenko recently claimed to have met with representatives of Ukrainian President Volodymyr Zelenskyy.

According to Der Spiegel, the ultimatum from Zelenskyy significantly affected self-proclaimed  Belarusian President Alexander Lukashenko, who reportedly feared Ukrainian drones during the week more than his ally Vladimir Putin.

The public warning, issued by Ukrainian President Volodymyr Zelenskyy on June 19, 2026, gave Belarus a strict seven-day deadline to remove Russian signal repeaters used to guide drone strikes or face direct military action from Ukraine.

Intelligence reports later confirmed that the specialized guidance equipment, which had been active near the Ukrainian border to coordinate Shahed loitering munition strikes, ceased operations on June 22 ahead of the deadline.

Previously, Lukashenko insisted that Minsk held a "peaceful" position toward Ukraine, even as he warned that the character of the war would change instantly should Kyiv try to draw Belarus into the fighting. He recounted a recent meeting in Minsk with representatives of Volodymyr Zelenskyy, claiming he had asked them to relay a warning to Kyiv.

Lukashenko stated that if Kyiv thought they could talk to Belarus that way and drag them into war, then the quality of the war would instantly change and become completely different. Despite the threat, he framed his overall stance as conciliatory, declaring that their position was peaceful and urging Kyiv toward talks to negotiate substantially for peace, but only with guarantees that Ukraine would not play games with Minsk.
