Macron Announces Major Coalition of the Willing Military Drills as Ukraine Security Guarantees Take Shape

French President Emmanuel Macron announced that the Coalition of the Willing will hold large-scale joint military exercises in October and November 2026, as participating countries work to prepare security guarantees for Ukraine after the war.
Macron made the announcement during a meeting of the coalition in Kyiv, according to an RBC-Ukraine correspondent on August 25.

The French president linked the planned exercises to the coalition’s broader efforts to support Ukraine, particularly preparations for security guarantees that would take effect following the end of hostilities.
According to Macron, the large-scale drills are intended to demonstrate that coalition members are prepared to fulfill their commitments and act decisively once the fighting ends.
He stressed that preparing security guarantees for Ukraine would be a key element of any future peace negotiations and emphasized the importance of coalition members working collectively on the issue.
Plans for the joint exercises had previously been discussed during a Coalition of the Willing meeting in July, as reported by RBC-Ukraine.
At the time, it was announced that approximately 1,500 British and French troops would arrive in Poland in September to participate in international military exercises.
Polish Deputy Defense Minister Paweł Bejda said the drills would include training focused on the deployment and movement of military personnel and equipment.
The planned drills come as Ukraine’s European partners are also expanding cooperation with Kyiv in the defense industry and long-range capabilities.
Ukraine is set to establish domestic production of Storm Shadow long-range cruise missiles after the UK authorized the transfer of the necessary technology. British and French defense companies will participate in the initiative, UK Prime Minister Andy Burnham said during a visit to Kyiv.
Burnham noted that the UK became the first country to supply Ukraine with long-range weapons in 2023. He said Ukrainian President Volodymyr Zelenskyy later requested access to Storm Shadow technology to enable Ukraine to develop and produce the capability domestically.
