Moldova Slashes Freight Transit Rates by 50% to Support Ukrainian Exporters

Ukraine and Moldova have agreed to a 50% discount on transit railway shipments of Ukrainian cargo, Ukrainian Prime Minister Serhii Koretskyi announced on August 12, following a call with his Moldovan counterpart, Prime Minister Vasile Tofan.

Ukrainian exporters have faced mounting pressure from Russian strikes on Black Sea shipping, making land routes through Moldova increasingly critical. Russia launched 67 attacks on Ukrainian port infrastructure in July alone, including strikes on civilian vessels in the maritime corridor.

The new terms took effect on August 10 and will remain in place through the end of 2026.

“This is another practical solution for Ukrainian exporters amid Russian terror in the Black Sea,” Koretskyi said.

He also announced that, starting August 17, the two countries will change the route of the Kyiv–Chișinău train under a new bilateral agreement, making the transfer to Chișinău’s airport more convenient and significantly faster for Ukrainian passengers.

“Thank you to the Government of Moldova for the decisions made. We are working to expand mutually beneficial cooperation between Ukraine and Moldova,” Koretskyi said.

Russian attacks on Ukraine’s maritime routes coincide with severe economic pressures on Ukraine’s agricultural sector. Ukraine’s Ministry of Agrarian Policy had recently requested €220 million ($253 million) in non-repayable emergency aid from the European Commission to subsidize loans for farmers who lost export access following Russian strikes on Greater Odesa ports.
