North Korea has condemned Japan's recent test of long-range Tomahawk cruise missiles, warning that it will continue expanding its military capabilities in response to Tokyo's efforts to strengthen its armed forces.

The warning came in a statement by Kim Yo Jong, sister of North Korean leader Kim Jong Un, published by the state-run Korean Central News Agency (KCNA).

Kim criticized Japan's military modernization, arguing that the country is accelerating its transformation into what she described as “a war criminal state.”

“Japan, a war criminal state, is accelerating its transformation into a war state, taking advantage of the acute and variable trend of the present international situation in which global geopolitical conflicts and inter-camp confrontation are getting fiercer,” she said.

According to Kim, Japan's plans to expand the capabilities of its Self-Defense Forces, including the development of preemptive strike capabilities in the event of a clear military threat, pose a direct security challenge to North Korea and require Pyongyang to further strengthen its armed forces.

“We will never remain a passive onlooker to the military evolution of Japan which may pose a grave threat to the security of the Democratic People's Republic of Korea. I make it clear upon authorization that the armed forces of the DPRK and the military leadership will set up additional military options which are obviously due to Japan's transformation of these days,” she said.

Kim also accused the United States of encouraging what she described as Japan's militarization and using both Japan and South Korea to advance US strategic interests in the Indo-Pacific region.

“What should not be overlooked is that the US is behind such dangerous military moves of Japan… The US is threatening the strategic space of Russia in Europe by placing NATO in front and violating peace and security in the Middle East. It is also seriously encroaching upon the security interests of the independent countries against imperialism by letting its junior stooges like Japan and the ROK as shock brigade in the Asia-Pacific region,” she added.

The statement comes a day after Japan's Defense Ministry released its annual White Paper, outlining plans to further strengthen the country's military capabilities amid growing regional security concerns driven by closer defense cooperation between China, Russia, and North Korea.

The report notes that Chinese and Russian strategic bombers have conducted joint patrols near Japan at least once a year since 2019. According to Bloomberg, flights in December 2025 and June 2026 crossed southern Japanese islands before turning toward Tokyo for the first time.
