Norway is allocating 500 million Norwegian kroner ($53 million) to Ukraine’s state budget through the World Bank to support the funding of essential public services.

The financial package is designed to help maintain basic government operations and guarantee the timely payment of public sector salaries, pensions, and social assistance starting in early 2027, as reported by European Pravda.

Maintaining everyday life and operational public institutions remains critical for the country during Russia’s full-scale invasion.

Norwegian Foreign Minister Espen Barth Eide emphasized that Norway is helping ensure children can attend school, hospitals can treat patients, and retirees can reliably receive their pensions.

The additional funding also reinforces Ukraine’s stance ahead of any future discussions with Russia. Norway has consistently provided financial support to cover urgent operational needs within the Ukrainian state budget.

The funds are being transferred through a World Bank multi-donor trust fund, which verifies and reimburses documented costs for salaries, pensions, and social benefits across civilian areas, including healthcare, education, and emergency services.

This financial contribution focuses on supporting vulnerable households, senior citizens, and public workers while helping address budget requirements at the end of the year, marking Norway’s first contribution toward Ukraine’s civilian state budget for 2027.

In late September, Norway pledged nearly $12 million to help trace and return deported Ukrainian children, unlawfully detained civilians, and prisoners of war.

The funding was directed through UNICEF and the International Committee of the Red Cross to support tracing, rehabilitation, and reintegration efforts.
