Patriot Missiles for Ukraine? Japan Is Preparing to Reopen a Door Long Kept Shut

Japan plans to reopen internal discussions on supplying or selling weapons to Ukraine, including critically needed Patriot air defense interceptors, according to former Japanese Defense Minister Itsunori Onodera during a visit to Kyiv, RBC-Ukraine wrote on October 2.

Onodera, a lawmaker from Japan’s ruling Liberal Democratic Party, said Tokyo still faces legal and policy restrictions on arms transfers but intends to use the latest round of talks with Ukrainian officials as a catalyst for reassessing what support may be possible.

“In Japan, there are certain legal restrictions, as well as restrictions at the level of state policy. However, under Prime Minister Takaichi’s leadership, we intend to initiate internal government discussions on next steps, using this visit as a catalyst,” Onodera said.

Any move involving Patriot interceptors would be significant for Ukraine, which continues to seek additional missiles for the US-made air defense system as Russia expands its ballistic and cruise missile attacks.

Japan’s current defense-equipment transfer rules remain restrictive, particularly when completed weapons could be sent directly to a country actively engaged in fighting. Any change or exceptional transfer would therefore require government-level consideration rather than simply a commercial agreement.

Onodera described his visit as another step in a broader diplomatic dialogue between Tokyo and Kyiv.

Japanese House of Representatives Speaker Eisuke Mori made his first visit to Ukraine on September 14, while Prime Minister Sanae Takaichi met President Volodymyr Zelenskyy in New York in late September. Zelenskyy also met Onodera and other Japanese lawmakers in Kyiv this week to discuss deeper bilateral cooperation and joint projects.

“I feel that at present we are at a stage where relations of trust between Japan and Ukraine are steadily strengthening. As for building these relations in the future, we plan to hold appropriate consultations with the Government of Japan based on the results of this exchange,” Onodera said.

Earlier, reports emerged that Ukraine was pursuing an industrial defense partnership with Japanese conglomerate Mitsubishi to leverage its expertise in manufacturing licensed Patriot air defense missiles.
