Russian leader Vladimir Putin complained that a “huge flow” of Ukrainian drone strikes targeting domestic infrastructure is a calculated strategy intended to eclipse Russian battlefield progress and sow public anxiety, The Moscow Times reported on June 23.

Speaking to military and security academy graduates at the Kremlin, Putin expressed frustration that the intensifying aerial campaign effectively pushes Russia’s territorial gains “outside the brackets” of public awareness.

The Russian leader insisted that his forces are maintaining pressure across the entire theater of war, asserting that “our guys are pressing them on all sectors of combat contact” and that no areas of reversal exist, the publication reported. He argued that the primary purpose of the unmanned aerial vehicles is to create uncertainty and destabilize the domestic population.

However, independent intelligence assessments and operational updates directly contradict the Kremlin’s narrative of total frontline dominance, revealing that Ukrainian units have successfully executed localized counter-offensives.

Ukrainian forces have advanced on two key sections of the frontline—specifically near Borova in the Kharkiv region and within the Kostiantynivka-Druzhkivka tactical area of the Donetsk region. The verified field operations have forced Russian commanders to deploy non-infantry rear personnel into active combat to shore up depleted units, demonstrating that the battlefield remains highly contested despite the Kremlin’s claims of uniform momentum.

Putin also reiterated his refusal to enter direct peace negotiations with Ukrainian President Volodymyr Zelenskyy. Notably, The Moscow Times pointed out that Putin entirely omitted any mention of a recent record-breaking strike that severely damaged a critical oil refinery in Kapotnya, in Russia’s capital city of Moscow, choosing instead to frame the sweeping drone campaign as a mere psychological operation.

Putin’s refusal to enter peace talks follows a prior Ukrainian proposal to facilitate direct, face-to-face negotiations between Zelenskyy and Putin on the sidelines of the G7 summit.

The framework, which envisioned talks mediated by international leaders, received no formal response from the Kremlin, which instead suggested the Ukrainian leadership travel directly to Moscow. Following the outreach, Russian forces launched a coordinated shelling campaign across Ukraine, an escalation that officials characterized as the definitive response to the meeting offer.
