Russia Builds Protective Aircraft Shelters Near NATO Border in Kaliningrad Region

Russia is building new infrastructure at a military airfield in Kaliningrad region aimed at protecting aircraft from potential strikes, according to satellite imagery published by the open-source intelligence account AviVector on X on May 20.
The imagery shows that construction of four new aviation hangars began in late April 2026 at the Chkalovsk naval aviation base. The structures appear to feature an arched internal design with square end walls, consistent with protective shelters previously built at other Russian military airfields.

Chkalovsk airfield is located approximately 4 kilometers northwest of Kaliningrad city. It hosts Russia’s Baltic Fleet aviation base and the 689th Guards Fighter Aviation Brigade, according to Ukrainian defense outlet Militarnyi.
Aircraft stationed at the base reportedly include Su-30SM multirole fighters, Su-24M frontline bombers, as well as other military aircraft types.

The construction of reinforced hangars is likely intended to reduce the vulnerability of aircraft to potential attacks, including drone strikes. In addition to physical protection, such shelters can also limit satellite and optical reconnaissance, making it more difficult to determine whether aircraft are present and how many assets are deployed at the base.
Militarnyi notes that similar protective aircraft shelters have been observed at other Russian airfields, including Marinovka in Volgograd region, indicating a broader pattern of fortification of air force infrastructure.

However, analysts note that the use of profiled metal sheets in such structures provides only limited protection, particularly against fragmentation, due to their relatively thin construction.
At the same time, Russia has accused European countries of practicing scenarios that include a potential naval blockade and even the seizure of the Kaliningrad region during recent military exercises led by the United Kingdom.

According to Russian state media outlet RIA Novosti, Russian Deputy Foreign Minister Alexander Grushko stated that drills conducted by the Joint Expeditionary Force —a military coalition of Northern European states—are increasingly centered on rapid-response operations in the High North, the North Atlantic, and the Baltic Sea.
He further claimed that these exercises include simulated scenarios aimed at isolating Kaliningrad, the Russian exclave situated between Poland and Lithuania. Grushko added that military activity in the region has grown in recent years, as European forces continue to expand their operational preparedness.
