Russian Car Sales Plunge 16% as Refinery Disruptions Trigger Domestic Fuel Crisis

Russian passenger car sales dropped by 16.2% over a single week in late June, bringing an abrupt end to months of steady market recovery as a severe domestic fuel crisis begins to impact consumer behavior, The Moscow Times reported on July 20.
Between June 22 and June 28, new passenger car sales fell to 25,900 units, reversing a continuous growth trend that had been observed since March, according to market data published by analytics agency Avtostat .

The contraction extended into the commercial vehicle sector as well, with light commercial vehicle (LCV) sales sliding 10% week-on-week to 1,338 units, while heavy truck sales dropped 15.6% to 1,010 vehicles. On an annual basis, the downturn appears even more pronounced, with year-over-year LCV and truck sales shrinking by 19.2% and 6.6%, respectively, as detailed by The Moscow Times.
The drop in dealership traffic is tied to an emerging fuel shortage across the country, according to industry executives cited by The Moscow Times. Sergey Tselikov, the head of Avtostat, identified the ongoing fuel disruption as a primary driver of the sales decline and warned that its ripple effects are highly likely to weigh down market performance through the second half of the year.
Corroborating this assessment, Alexey Podshchekoldin, the head of the Russian Automobile Dealers Association (ROAD), confirmed that the gasoline crisis is already fundamentally altering buyer strategies. According to Podshchekoldin, retail customers are actively pausing new vehicle acquisitions until the end of the summer to monitor how the structural deficit develops.

This anxiety is reflected on the roads, where a recent Avtostat survey indicated that more than a third of Russian motorists have reduced their vehicle usage, while a growing segment of consumers has begun exploring electric and hybrid vehicles as a hedge against conventional internal combustion engines.
This retail slowdown is the economic consequence of the damage inflicted on Russia’s energy sector by persistent drone strikes targeting domestic oil refineries, The Moscow Times reported. An industry source speaking to the Russian state media noted that Russian oil firms will almost certainly fail to ramp up processing capacity at damaged plants in the coming weeks, predicting that July processing volumes will remain stagnant at suppressed June levels at best.
Underscoring the scale of the disruption, data from EA Analytics revealed that domestic crude refining volumes in July plummeted to their lowest absolute values recorded since 2005. The resulting production shortfall is stark; figures show that during the second week of July, Russian gasoline output plummeted by 35% to between 75,000 and 80,000 tons per day, according to The Moscow Times.

This output falls critically short of Russia’s typical summer domestic consumption requirements, which traditionally hover between 115,000 and 120,000 tons per day, leaving a deep deficit that continues to rattle both the energy and retail transport sectors.
The drop in automotive sales follows a severe tightening of domestic energy supplies due to Ukrainian drone strikes against Russian oil facilities, which have already forced authorities in 13 Russian regions to deploy police and Rosgvardia personnel to patrol gas stations amid strict fuel rationing and growing queues.
