Russian Shadow Fleet Ships Smuggle Stolen Ukrainian Grain to Egyptian Ports

Russia continues to smuggle stolen grain from occupied Ukrainian territories to international markets, with Ukraine documenting a series of recent shipments to Egypt via shadow fleet vessels, Suspilne reported on May 11.
According to Vladyslav Vlasiuk, Ukraine’s Presidential Commissioner for Sanctions Policy, Moscow relies on a standardized evasion scheme. Grain is loaded at closed ports in temporarily occupied Mariupol or Sevastopol, with initial documents falsely listing Russian ports like Temryuk. Once the vessels hit open water, the declarations are “magically” altered, listing Egyptian ports such as El Dekheila or Alexandria as the final destinations.

Vlasiuk explicitly identified the Russian vessels Alfa-1 and Irkutsk (formerly ALFA M) as participating in this scheme, loading directly in temporarily occupied Mariupol before changing their route legends mid-voyage, according to Suspilne. The Irkutsk is currently under Ukrainian sanctions and under official arrest as part of a criminal investigation. Another vessel, the Mikhail Nenachev, transported Ukrainian grain from Sevastopol to Alexandria during the same period.
“Changing documents does not change reality. This is stolen grain, taken from Russia-occupied territories of Ukraine,” Vlasiuk said. “The Egyptian side must realize that by buying such wheat, it becomes part of the logistical chain of a Russian war crime.”

The illicit trade has also strained diplomatic relations elsewhere, with Ukraine officially summoning the Israeli ambassador to protest the arrival of the Panormitis bulker in Haifa, Suspilne reported. The ship was carrying probable stolen wheat and barley from temporarily occupied territories, marking the second such incident after the Russian bulker Abinsk unloaded stolen grain in Haifa in mid-April.
Israeli Foreign Minister Gideon Sa’ar stated that his country is investigating the facts presented and maintaining contact with Kyiv through diplomatic channels. Meanwhile, Ukrainian intelligence estimates that Russia utilizes the temporarily occupied ports of the Azov and Black Seas, primarily Sevastopol, illegally exporting over 2 million tons of grain in 2025 alone.
The recent shipments to Egypt and Israel are part of a larger smuggling operation orchestrated by Moscow. According to recent reports, Russia had exported more than two million tons of stolen Ukrainian grain in 2025 alone, falsely presenting the agricultural goods as Russian produce.
To circumvent international sanctions and mask the cargo’s true origins, Russian exporters frequently utilize ship-to-ship (STS) transfers in open waters near the Port of Kavkaz, allowing vessels to avoid docking directly at occupied ports. This illicit maritime network has enabled the Kremlin to expand its pool of international buyers and shield shipping companies from legal repercussions, funneling stolen grain to destinations including Egypt, Bangladesh, Turkey, and Syria.
