Six Russian Regions Implement Emergency Fuel Rationing as Shortages Spread

Six Russian regions—Omsk, Irkutsk, Saratov, Voronezh, Amur, and Tambov—have introduced strict limits on fuel sales to prevent panic buying and market speculation, according to announcements made by regional governors and local officials.
In the Omsk region, Governor Vitaly Khotsenko confirmed that fuel will only be pumped directly into vehicle tanks, capping gasoline purchases at 40 liters per car, while diesel is limited to 80 liters in cities and 200 liters on highways, according to Astra on June 22.

Meanwhile, the Saratov region is enforcing a 30-liter gasoline limit for individuals from June 23 to June 30, and Lukoil stations in the Voronezh region are restricting purchases to 30 liters of gasoline and 60 liters of diesel in cities, with highway limits set at 60 liters of gasoline and 200 liters of diesel.
In the Irkutsk region, Governor Igor Kobzev stated that some stations have restricted sales or halted service entirely to prioritize emergency services, public transit, utilities, and agricultural machinery.
“To avoid artificial panic at gas stations and speculation, a number of important decisions have been made,” Khotsenko stated regarding the situation in Omsk.
In Irkutsk, the regional administration is shifting its focus to keeping critical infrastructure moving. According to Kobzev, the main task for authorities right now is ensuring fuel for fire trucks, ambulances, public transport, communal services, and agricultural machinery.

The restrictions in Saratov are framed as a short-term preventative measure to stabilize local supply.
“A decision was made to introduce temporary limits on the release of gasoline for individuals from June 23 to June 30—no more than 30 liters per car. This forced measure is necessary to reduce unjustified panic and possible speculation on the fuel market,” regional Governor Roman Busargin reported.
In the Voronezh region, the limits apply specifically to the commercial network of one of Russia's largest energy companies. Local government officials announced that starting June 23, Lukoil gas stations will restrict sales per visit to a maximum of 30 liters of gasoline into a single tank and 60 liters of diesel within cities, while adjusting the cap to 60 liters of gasoline and 200 liters of diesel on highways.

Despite the widespread introduction of these purchase caps, regional authorities maintain that the overarching supply chain remains intact. Local government officials claim that federal gas station chains still hold a sufficient volume of AI-95, AI-92, and diesel fuel reserves.
Previously, Russian digital platforms have begun blocking advertisements for the resale of gasoline on popular marketplaces, including Avito, Ozon, and Wildberries, amid a deepening domestic fuel crisis.
